Isn't it possible that this large percentage drop in 2005 is NOT a result of these programs, but rather simply a statistical anomaly based on the huge spike in divorces in 2004?
The article says that in 2004, 3,325 Army officers divorced, but that number dropped to 1,292 in 2005. The question would be, what was the number in 2003? If the 2003 and 2005 numbers are very similar, then the 2004 numbers were simply an anomaly, probably related to pressures from increased deployments, etc. surrounding the 2 wars we're fighting.
