Gov. Bill Richardson said Wednesday he was disappointed that the state Senate passed a bill prohibiting same-sex marriage without including provisions for "domestic partnerships" that would give same-sex couples some of the same rights as married couples.
However, Richardson refused to say whether he'd sign or veto Senate Bill 597, sponsored by Sen. Bill Sharer, R-Farmington, which passed the Senate on Wednesday
25-12. SB 597 adds the words "between a man and a woman" to a state law that defines marriage as a civil contract.
